Super Perfect Cell was not weaker than SSJ2 Kid Gohan

Cell and Gohan at half strength were almost even so Cell probably isn't stronger than full power Gohan.

Read correctly what I said. Cell was not even with injuried Gohan. Piccolo said SPC>Injuried Gohan and Cell was smiling and holding back while Gohan was struggling so you are wrong. Gohan won snce he released all of his dormant powers. Anyway Gohan and Cell were rivals is a fact. Cell even said "I had powere up like Son Gohan" and he easily injuried his arm with uncharged ki blast. Cell is not that coky he knows how to feel ki and he had powered up to Goku's exact level so he knows if he can win or not.

SPC>=SSJ2 Kid Gohan.

 Cell had Frieza, Vegeta and Goku as his dominant 'personalities' in his perfect form, as SPC Frieza and Vegeta manifested even more. It's worth taking everything he says with a pinch of salt (see every claim Vegeta makes about his own power).

I have SPC>Injured Gohan but <= SSJ2 Gohan full power. His cockiness at his newfound power is equivalent to Vegeta on Namek, he thinks he can take anything but Gohan was toying.
Gohan got injured because a) he wasn't expecting much more power and b) he was putting all his ki into getting to Vegeta as fast as possible. That's how I see it anyway.

As for the KHH wave, while Cell wasn't going full power I still think he was putting a LOT of power in, just enjoying the result. I agree Gohan's anger/power boost from anger gave him the power needed, without it he would have failed.

Gohan got damaged by an uncharged ki blast, it doesn't matter if he expected it or not. Cui Cui blasted Vegeta with his best shots and Vegeta didn't even notice he is going to be hit and yet Vegeta was not scratched since he was stronger than Cui Cui.

But the diffrence is that Cell proved his cockiness by seriously damaging Gohan while Vegeta did nothing to Frieza. Cell was said to be Gohan's equal.

Right Gohan won thanks to rage so there is no point in even thinking Cell is weaker than Gohan.

SSJ2 Kid Gohan=SPC.

He also said that when Gohan was about to face Dabura besides Goku mean that Gohan is the strongest in the universe if he gets mad and releases his hidden power. That says nothing about the Gohan who beat Perfect Cell.

SSJ2 Kid Gohan (Dormant powers)>SPC>=SSJ2 Kid Gohan (intial).
